If a drug is marked expiring August 2007, does it mean it is still good up to August 31, 2007 or July 31,2007?

I would give it till August 31. In fact, most drugs are good up to 6 months AFTER their expiration dates. The only drug you DON'T want to take after the expiration date is tetracycline...it causes kidney damage as the drug breaks down.
