Basically, no one has access to your medical record other than your insurance company (for billing) and your medical team (doctors, nurses, etc) so they can treat you. Your work, family members, spouse, etc cannot get any info on you if you do not agree to it. Some places will not even let people know if you are in the hospital or not unless you agree to this beforehand.
The only exception to this is if you have a child, under the age of 16, then you have full access, as a parent. Between the ages of 16-18, you have limited access. This is due to sexual content (i.e birth control, pregnancy, etc) that the patient needs to feel a sense of patient/doctor confidentiality.
Don't talk about private info...period.
I think simply, no one can release medical information without patient or guardian permission.
The hippa laws are laws that protect people from other people getting personal health information on them. It protects against other finding medical history, medications you are/were on. For instance when at a pharmacy counter, the hippa law says that only one person is alowd at the counter at a time and all others must stand back.
Hippa laws are there to protect the clients medical information. The information can not be released to any one with out written consent except in the event of a medical emergency. And then only to the caregiver .
