Depends on the context - if you are giving a talk to a bunch of kids at a high school, trying to tell them about the dangers of gang life or whatever, and you say "you don't have bulletproof heads", that would be considered a public service type of warning. If you are being arrested by a cop who is wearing Kevlar and you tell him that he doesn't have a bulletproof head, he will perceive that as a threat and will probably do his best to remove *your* head. It's all in how you say it, and when.
