You can't just be there for them. When they decide to get help then it will benefit them the most. On the other hand if you talk them into it there just going through the emotions to please you. Just be patient and if they want to change they will. If not say your goodby's and tell them to call when they get better. Point is if they do consider you as a friend this will make them think.

NO to put it short they have to want to help them self's you can try all you want but if they don't they wont.
Be encouraging and don't do for them things they can do for themselves. If they do stuff for themselves their confidence builds and they'll continue to try to do for themselves.
look up some information on James prochaska and diclemente (transtheoretical model) on stages of change.it describes how people go through the process of motivating, you can relate it to people helping themselves.

Well I'm thinking "codependent" here .. do you mean like someone who has an addiction or similar problem that you want them to stop?

Just don't enable them: stop doing FOR them what they need to be doing for themselves. Stop making it easy for them to carry on doing the crap they're doing. I believe it's called tough love and I'm pretty sure it works.
