Often when a patient has to switch mental health medications there has to be a space of time before starting the new one. This is to ensure the old one is fully gone from your body. If one is taken while the other is still active serious side effects could result. I don't know why you were lead to believe he was done with treatment. I live with bipolar disorder. I am being treated and I understand that I will need some form of treatment for the remainder of my life. Otherwise I will be right back to where I was before treatment and on a fast decline. This may be the same for whatever mental health issue your brother is living with.

Stay away...Effexor much better and a lot safer than Abilify.
It's an anti depressant and my psychiatrist put me on it once upon a time. It made me feel awful, like a zombie. I suggest you try to get him off of that before it starts affecting him badly.
