HRSA is a lot of things.. somtimes people with suspected mental issues are referred to this type of facility/program to go through the possibilities for diagnosis.. but, typically this can be where someone is placed for some kind of intense outbreak of extreme symptoms.. overly manic or depressed states of being bipolar .. an increase in delusions from schizophrenia.. or threats of suicide or self abuse..
This is both a treatment type of center as well as a place to get some immediate help when there are no other options available.
A place where observation and medication can bring aperson back to the world of so-called 'normal' again.. but much more compassionate than a loony bin for. the medical staff is there to help and in institutions the mindset is more of a place for people that have no hope for the future or have done something very, very wrong as a result of their mental illness.
