Of course it can. A brain hemorrhage causes an increase in pressure at the location of the bleeding. Since the brain is in a very tightly cramped area that doesn't allow for swelling, the pressure put on the brain causes a lack of oxygen to the part of the brain where the bleeding is. This in turn causes the body to increase blood flow to get more oxygen to the injured area. More oxygen means more blood which means more bleeding which means less oxygen. It's a downward spiral.

Depending on which part of the brain is bleeding, anything from emotions, personality, memory, cognitive ability and motor functions may be affected.
