How does being hypoxic effect a person's judgement?

Is a person able to make a proper decision when oxygen levels are low? Is mental competency questionable at low oxygen levels? Can a person make 'rash' or important decisions?

The brain requires oxygen to function. Without oxygen, the brain cells deteriorate. Yes people with hypoxia say strange things and do weird stuff. Their thinking is definitely impaired. You can help this person with hypoxia by getting more iron and folic acid into their system. This helps speed the blood to the brain and blood carries oxygen. Also at low levels of oxygen, they can not perform surgery, if they do they risk the patient having a stroke.
