Is my neighbor lying about being Bi-polar?

Question: She is 26 years old and claims she has not had medication or therapy in years and was born with bi-polar. She uses her bi-polar as an excuse to be rude and mean to her kids and others. Is it possible to be bi-polar without medication or is she uses it as an excuse to be a witch?
