There are a couple of issues to touch on here:
First low will power, second an in ability to control ones thoughts and third.... force of habit.
Im no expert but i have read alot of books on concentration, metal control and meditation ETC....
And basically I believe the it may be the wrong approach to try not to... IE as the active act of "NOT TRYing" actually ends up making you do it........... its like someone telling you not to think of an elephant.. too late......
The key is "mindfulness" IE being aware and developing your awareness of what is going on in your mind.
one tool that some budist monks use to do this is like cataloging.
Which simply envolves labeling your waste thoughts as they occur... iE Porno thought ETC... it does not matter what labels you use (invent your own) but the whole point of the exercise is that to label something detatches you from it....
And to be mindful is to watch ones thoughts happen rather than to be an active partisipant.. and the cataloging trick helps one to detatch in this way.
When you realise you are engaging in the waste thought dont try to control it in any way... this will give it more power.... simply acnowlege it with a label and then watch your mind and let what ever happen happen with out indulging it.. just watching.
Secondly you should also as part of this practice (to build up your will power) substitute something else to concentrate on as an exercise for your will power... the best one is your breath... you can never loose be without this.
And again there need be no fancy technique just watch it mindfully (the rise and fall of your chest , stomachETC not trying to control it just watching) then when ever the waste thought occurs you can tag it and move back to your breath....
Dont get me wrong meditation is quite gruelling work.... its way way harder than any physical exercise as your mind is like a wild horse.
but if you dont start to tame it, it will drag you around in the mud.

If it bothers you to the ends of paranoia, well you could consider talking to a pyschotherapist. He would de toxify your mind with words and maybe could focus your energies.
