I think that it's a common way of saying that someone is suffering from depressed mood and showing all of the signs we'd associate with depression: withdrawal, emptiness, tearfulness, low motivation, fatigue, loss of interest or pleasure in things they usually enjoy that go along with it. It's a way of saying that they've lost the ability to cope with life stressors as well as they're usually able to. The subjective experience seems to feel a lot like a "break down,": their world feels like it's crumbling around them, their sense of strength is lost, and usual defenses seem ineffective to deal with the problem or difficulty before them.
i think emotional breakdown is just a figure of speech but im not really sure
