theives think everyone steals; liars think everybody lies, cheaters think everyone is cheating. ever notice how really generous people have a kind eye towards the intentions of others? they see the best in people. so it works both ways.
That is a very hard question to answer. I have come to discover that the better I feel about myself the more attractive other people think I am. So self-confidence has a lot to do with self-perception. The better you feel, the better you look.
