i will try to make the best of the question i can but it seems as though she may have a neurological problem from the speaking, rolling her head and palm reflexes though children will begin to talk properly at their own time and pace. the oldest i have known for kids to start talking is 4. take her to the doctor anyway to be sure its not serious and she may also have some developmental delays. take her to her pediatrician ASAP.

your question doesn't make sense but what there is of it shows that you need to bring your child to a doctor immediately
