When a person rocks themselves this is known as "self-stimming". In other words self stimulation. It can be caused by nervous tension, autism, or certain types of mental illness. Other people just do it to comfort themselves, relieve pain, or "wind down."
Its a soothing motion, we as humans tend to go back to what made us feel safe and comfortable unconsciously. When I was a little girl of about 7 , I was sexually abused and I find myself rocking back and forth, because it soothes me and it all happens unconsciously. I'm not saying that all abused children do the same. Your friend has told you his mom used to rock him and to him , that was where he felt safe and loved so unconsciously his mind takes him there and I bet its usually when he is thinking of something stressful or worrisome.

these other answers are great but you said you wanted different answers... it's a distraction... it gives the mind something o tell the body to do, and if your friend rocks when he has a lot of stessful thoughts on his mind or he is going through something tramatic in his head, his mind will focus on his body rocking to distract him
