i have a phobia of anything electrical. i couldn't plug anything to a wall outlet until i was about 18 years old. the more you get used to the thing that you fear most, the more you will be less scared.

Yeah unfortunately the only way to fix a phobia is to force yourself to be around what is scaring you. Your brain will realize it isn't a threat and stop reacting like it does to the item you are afraid of. I'm syringe phobic. I can't get shots. I'm not interested in treatment :) But that is how it works.
There are numerous psychological methods to get rid of phobias. Psychoanalysts believe that phobias may be something caused by repression of a memory into your subconscious. If that memory is discovered (through therapy), then the phobia won't have a purpose anymore and will disappear.
Also, there is a technique called "flooding" where you are exposed to the phobia at an extreme amount, so that you habituate to it and aren't afraid anymore. Another technique pairs the phobia with something harmless, so that you associate the phobia with something harmless and aren't afraid anymore. Cognitive-behavioral therapy works so that you rationalize why you are afraid of the thing and uses behavioral mechanisms to remove the phobia.
I suggest cognitive-behavioral therapy.
