Should people with severe learning difficulties be on contraceptives/sterilised to avoid unwanted parenthood?

Question: Some people with learning difficulties are inappropriately effectionate and therefore are more vulnerable to mis appropriate relationships, not always able to evaluate the real worth of a friend/ relationship.
