my brother recently talking, laughing & crying suddenly, please help me? what's going on with my brother?does my brother already crazy or just because of stress so unable to overcome it so acting like that

after that, he is acting like child, but when we asking him "do u know what are u doing?" he said "I know"

Has he been through some recent trauma?
Is he on any medications: prescribed or unprescribed?
Does he seem to be any kind of threat to his (or anybody else's) health or well being?

Have you tried talking with him when he's being calm/normal?

Edit: OK - he's 16. It's great that you're concerned and you've noticed this. If he keeps blowing you off when you try to talk to him, it looks like it's time to go talk to mom and dad. Don't think of yourself as a snitch. You're trying to get him some help. His abnormal behavior is being disruptive to you and causing you stress. Let you parents know what you've seen and that it's upsetting you and you're concerned about him.

Get a drug screen done. If of age, he may be abusing drugs. Don't just test for the typical drugs (marijuana, cocaine, etc.). Check for prescription drug abuse too.

I lost someone very close to me because of prescription drug abuse.

He may also be schizophrenic. Ask him to see a mental health professional for a diagnosis.
