I think everyone on earth is born dumb. Seriously, how much could you know right out of the womb?
Now, after they are born. thats a different story. We live in a country where people tend to value all the wrong things. Where people put more importance on material things than morals.

Well you cant just say a number of them are dumb. It happen when a mother or father smoke, take drugs, or it can run in the family. Somethimes the baby can become dumb from a bad hit on the head.
