define depression and compare difference in neurological and intellectual?

If you have a mental health certificate level 4 (whatever that means), then you know what depression means. Is it neurological? Can be, if it isn't situational (intellectual). The neurological form needs to be treated with meds and the intellectual with counseling or just waiting out the grief period.
