I am a pediatric occupational therapist who has extensive experience in treating with children with cerebral palsy, many of which spasticity, otherwise known as hypertoniciy characterized by extreme tightness in one or more muscle group. Treatment should be done by a trained occupational or physical therapist (which will require a referral from you primary physician), and may consist of stretches, exercises, splinting, sensorimotor treatments like NDT and Brunnstrom, and perhaps even surgery. Remember, early intervention is key to facilitating a normal muscle tone, so do not delay in seeking therapy. Good luck!

If your baby is spastic then you should have gone a long time ago.
If by spastic you mean "hyper" work it out of them. But see a doc first.
cradle the baby's head with both your hands. Have the fingertips at the bottom of the skull where the neck begins. gently wiggle your fingers at the joining area for several minutes.
Then cradle the head in one hand and put the other fingers on the tailbone. hold for several minutes. then, hold each finger of one hand and the opposite toes. HOld in the following combination:
thumb and little toe
index finger and second last toe
middle finger and middle toe
ring finger and second toe
little finger and big toe
Do both sides.
Repeat until spasms stop.
