Effects of drugs and alcohol on the brain?

Question: Does anyone know, specifically, the effects of drugs/alcohol on the prefrontal lobe? I have heard that drugs/alcohol destroy the conscience and that is why addicts lose their ability to feel empathy or guilt and ultimately the distinction between right and wrong.
