i feel that we need to get her help in a hospitals but she doenst have insurance and we are in the state of texas the dallas area she is trying to fight the drugs and i feel its lots deeper then that so i think its mental also what can i do and where to get help

You are right, it is deeper because it is always a deeper problem that causes someone to start using. You said she is trying to fight the drugs and seeing/hearing things. This sounds like serious withdrawal symptoms, which can be dangerous if you don't know how to handle them. You can take care of this at home but it is more than a lot of work even if you have absolutely nothing else to do. Type drug+rehabilitation+dallas or drug+rehabilitation+charities+... and see what comes up or look in local yellow pages. Most charities either don't charge or work on a sliding scale. Even if you don't go to church keep an open mind, they can help. Your sister is lucky to have you. You obviously care about her and it's good that you want to help... best if your sister is really ready. There will be some difficult things to work through even after the drugs have left her system... Good luck to you both.

Call your local Guidance Center. It's a non-for-profit organization that is there to help. Usually if you take her to a hospital, they can admit her into a drug rehabilitation program and the cost will be based off of her income.

P.S.... she's got to want to do it. Otherwise, you can force her to go, but she will go back to her old ways until she's ready to take the leap herself.

Is you sister a danger to herself or others? In most states this is sufficient to have that person involuntarily confined to a hospital for 72hrs.
