Answers:
Hola Pablo,

Como estas ? Yes it sounds like a diagnosis of ADHD (Attention Deficit Hyperactivity Disorder) and a drug called Ritalin is the best cure in most circumstances. Investigate your options or your friends options with a psychiatrist.

Good luck and God bless.

Yeah! I think that's me! I hope there is something to help.
Having a friend who is kind enough to signal you when you are becoming overly loud or overly talkative will do the trick.
Is it yourself? Or, is it someone else?

You are responsible for your own actions.
How you choose to react to others is your responsibility!

You cannot control others. You can ask them to speak more softly. But don't expect to change them. Let them be responsible for themselves.
Simply remove yourself from the presence of this person when it happens, after awhile, he or she may ask you why you do this, then you can politely and kindly tell them.
There is no cure for being an attention whore. It is a socio-cultural-psychological problem specific to Americans.

I have to question the characterization 'good at heart'; Is it, or is it not SELFISH to behave this way?

I present you the Law of Conservation of Attention/Focus : Exactly the same amount of attention is given as that which is received (consumed). So, just like any other 'consumable' item, there are those who consume more than others (it is called gluttony; this term does not only apply to food, people!). It is no different with the concept of attention. Hence, with this socio-cultural environment, you see a 30% rate of ADD and ADHD.

And to think, psychologists thought this phenomenon was a chemical imbalance! The Rooster has just made his wake up call!
