Answers:
I would try to have a private talk with your brother and see if you can find out the roots of his problems - what kinds of things are making him act out? What kinds of things make him depressed, feel anxious, etc. Knowing you care will help him see that he can help himself feel better and start the long journey to managing his conditions. When you have a better idea of what his problems are rooted in, you can help him find a treatment that will be effective. He needs professional help to succeed, but you can be supportive and help him find the right kind of help for himself. Talk to him when your parents aren't around, so he won't feel threatened or embarrassed. Tell him you will always love him but want to be part of a solution to his troubles.
I would recommend drug rehab and a psychologist.
