When someone is bi-polar it is sometimes hard to control. If there are thing's going on in their live's they can't control. Try to show more love to this person because love goes a long way.

I guess i would say to be there for them, and give them as much support as you can. Also try to get them to go back to the doctor, to see if there is anything else they can do for them.
Being bi-polar doesn't preclude having panic attacks. In fact, it's fairly normal. If the panic/anxiety attacks are really bad, and you are driving that person somewhere, just have them put a cloth or some other covering over their face and imagine they aren't in a car (or anywhere else besides their home). I know a lot of people don't approve of xanax, but I take it to leave my house. I'm bi-polar and suffer from panic attacks, which results in agoraphobia. If I'm having a good day, I can drive myself to appointments. If it's a bad day, I either take a taxi or cancel the appointment. I can't handle driving on those days. Mostly you just have to be patient, and be understanding. We feel like outcasts.
