NEVER call the police. Personal experience. Of course if you want to have her kill herself then call police. She just may.
If she is posting pictures of it just give her attention about it, console her, say you want to help with whatever problems. She is probably attention seeking, but most likely also has personal problems.
If this doesn't make her feel better, tell her to get a psychiatrist. If she won't, or won't tell her parents there isn't much you can do without hurting her. It is a crappy situation. :(

It's her choice on if she cuts herself. if she's willing to put it up on the internet and pictures at some point people will find out and, if they know her, tell her parents. there's not a whole lot we can do. a lot of people cut.
