The official answer is, sure if the doctor gave it to him, unless there's some sort of allergy or other medical contradiction.
The unofficial answer is, considering that the doc probably didn't give him this and the kid is just trying to relax or get high, he's probably safe, but it's not something that should become a habit. If the kid is having anxiety issues, he should start therapy and go on medication only if the doctors think it's necessary as a last resort. Teenage minds are still very fragile and getting high as a teenager? Not so bright. Wait until college and be responsible!
I would say no, because you aren't a doctor, and a doctor has to prescribe something like that to the child. You never know what can happen. The doctor will know the childs conditions.

Only a doctor can make that call if it would be safe or not for the boy.
1) If he has already taken it, he should probably throw it up.
2) If you are going to give it to him, DON'T!! It's not up to you to do this, it has potential for recreational abuse and you don't want him to get any ideas.
3) If you think he needs to be medicated, PLEASE see a doctor. One dose will do very little for an actual problem, but can give some nasty side effects when a dose of 0.25mg is not gradually reached.
If this medication wasn't prescribed for him, then no it's not ok. It is very harmful to give someone medication that wasn't prescribed - you have no idea how they will react to it.
