well this isn't a clinical test but its an easy, effective and proven way. check right below your fingernails, where the skin starts..if the skin there is either very dry (the cuticles as well) and/or red then you have a lack of health fat in your diet.

I think u need to check your HDL and LDL cholesterol levels to determine whether u need to supplement yourself - and to what extent - on omega 3 fatty acids.
Yes there is a test that can check your blood to see your omega-3 fatty acid levels. I don't know if it's available in the US but you can speak to your doctor about it. If you are not sure of your levels it wouldn't hurt to take it. Flaxseed oil is also a great source. But I'm not sure if your mental confusion has to do with a low levels of omega-3 fatty acids.
