I work for the federal government in the USA, and I can tell you that over here, the govt doesnt give a shi* about anyone except themselves and their budget. And whatever costs less, will make more money, or both, is what they invest in and justify.
Beucase there are lots of people dying and unfortunately the NHS has to make decision on how best to use its moeny.
As for addicts, it may seem crazy to give them drugs and a waste of money.
However, denying them access would mean they will just steal and mug people to feed thier habit. It is better use of money in the long run to try and get them off drugs controlled than just putting them in prisons which cost the tax payer a fortune, and then letting them out to rob the innocent again.

It's a cost versus benefits thing and prolonging a dying man's life, who's disease cannot be cured or really helped, isn't always as beneficial as caring for a young person with a treatable drug addiction. If anything, keeping a junkie from harming others is better than treating a man's cancer. Unfortunately, there is only so much money to go around.
This is really tough isnt it! Sadly the Government is not permitted to have an opinion, any intervention cant be based on who appears more deserving than another. The G's job is to scatter resources to as wider group of people as possible to ensure society as a whole flourishes...this doesnt help when you read individual's stories but the community at large should do what they can to help. 3k is not a huge amount with some vigarous fundraising!
I understand what you're saying. My father, who has Alzheimers has had his medication withdrawn, yet those who take drugs can get treatment no problem.
Here's another one - did you know that if you go on the register as being alcoholic you get more social security benefits than if you don't register!?
How where has the "Great" gone out of "Great Britain" ??
We have a load of morons making up the rules here, and I reckon most of us Brits feel the same way.
