Answers:
I used to have the same problem
What I did was just ignore it, try not washing your hands for a while
It will be hard at first but it will help a lot
I have it too Im afraid of germs!
Use avoidance behavior.

Look into it on google, but here is a bit of details.

Get involved in activities where you are simply unable to wash your hands or even have access to a bathroom to do so.

Examples: Rockclimbing, hiking, surfing. Other activities that keep you from accessing a bathroom. Also focus on what you are doing. When the thought to wash hands comes up. Try to focus on the task at hand.
You make ask any doctor for Wellbutrin. This medication works great for the hand washing ritual. This can be also habit forming from boredom along with a chemical imbalance. You may laugh at the tecniqnique but baby wipes will help you with washing your hands.
I think it is closer to a germaphobic then ocd. I put a link to find out if your germaphobic below, as well as one for ocd so you can see the difference.

What is Obsessive-Compulsive Disorder?
Obsessive-Compulsive Disorder, OCD, is an anxiety disorder and is characterized by recurrent, unwanted thoughts (obsessions) and/or repetitive behaviors (compulsions). Repetitive behaviors such as handwashing, counting, checking, or cleaning are often performed with the hope of preventing obsessive thoughts or making them go away. Performing these so-called "rituals," however, provides only temporary relief, and not performing them markedly increases anxiety. more>>

Some mental illnesses also carry an increased risk for suicide.
Talk to your doctor about this situation. He or she might prescribe you some anti-anxiety medication (or refer you to a psychiatrist who will prescribe it for you). OCD is a form of anxiety, so that's the reason for the anti-anxiety meds. Try to find a therapist who can work with you on cognitive-behavioral treatments for OCD. Look in your phonebook and call around to different mental health clinics and ask if they have any therapists that treat OCD or ask your doctor if he/she can recommend someone for you. Hope this helps.
