Can a person waiting for a hearing in front of the administration law judge get a early decsision?

from the judge before the hearing is held, this is for ssi/ssdi

i live in penna and the norm is the ssi dept. has 30 days to make a final decision. after that ssi has 3 months to pay your first check say for example if your hearing date was july 1 they have until oct 1 to pay you your first check. they have an additional 30 days to pay you back benefits. good luck to you
