I cant sleep UPDATE!?

and also i have to have like the tv on er some kind of noise I cant even fall asleep without noise.
Also i feel like im being watched if i close my eyes like i get scared and thats another problem!

Here's what helps me.
Develop a routine and stick with it.
If you are in bed and find you can't sleep, don't force yourself to stay there. Get up and read a book, watch some tv, etc.
Try replacing the noise of the radio or tv with something non-intrusive, like an electric fan or a white noise machine.
Feeling of being watched: get up, make a thorough search of your house/room, wherever until you are positive there is nothing/noone there, check locks, whatever you need to do to feel secure, sleep with a light on if you need to.
Before bed, don't watch anything scary, read any thriller type books, drink anything with alcohol, sugar, or caffeine. Don't eat within a few hours of bed.
Get at least 15 minutes of sunlight a day. Go outside and just sit there. Studies have shown that this affects our sleep cycle.
Basically, you have to keep trying combinations of things until you get a system that works for you. I feel for you, and so do the rest of us that suffer from insomnia.

As far a ghosts are concerned, they can't hurt you. And if it is your grandmother, she's just watching over you. Try talking to her. Some people believe that if a spirit is here, it's because of something that's not resolved. See if you can figure out what that might be and correct it. Also consider that it could just be a very active imagination, but if you don't think that's the case, I suggest checking out the paranormal section of YouQA.com . There are surely people there that can suggest something more specific.
