Does this statement read properly?

It is good grammatical English but incomprehensible to the average reader. You would do well to consider the educational level of your intended readership. Phrases like "proactive strategies", "overall capacity", "personal resiliency" and "negative effects" need more explanation.
"Go to sleep when you are tired" works for me.

yes, apart from it should be 'a proactive way FOR dealing with stress'. its a bit over complicated though - likely to make you stressed by itself!
Well it reads ok, but I was unabe to relax after reading it and was then stressed out! I've been having too many Proactiv drinks....

agree with bubbles about the "for" bit. as for the rest, it depends who`s reading it. to a member of the public it would seem abit wordy but to anyone with some psychiatric or medical knowledge then it reads absolutely fine.
The statement is fine.. apart from that one grammatical error on "to dealing" (either "for dealing" or "to deal with")

If people can't read that in this day and age then they should do the world a favour and die of a stress induced heartattack ;o)
Actually, it should be proactive way OF dealing with stress; or proactive way TO deal with stress.
Sounds like you've been to one of those guru seminars and learnt everything by rote. Proactive is a word that should never be used, too American, sorry, whats wrong with plain English! If i read that in a leaflet or someone said it to me, i would feel more than stress..
It should read "to deal with stress." Take the ing off of deal. Too many "that"s in the last sentence. Take out the last one.
How about:
Learning to relax step-by-step helps you to handle, and reduce the negative effects of stress.

Should it say "deep relaxation techniques are a proactive way IN or FOR dealing with stress"? I don't think to works well in that sentence.
