Please check with your local health department to see what is available to you. And please talk to your parents, it is a good chance that they already are worried about you and have noticed something wrong. Good Luck
Especially at your age, the Dr. can treat you without telling your parents about it. I would suggest that you tell them though, the info that you saw a Psychiatrist will be on the statements from the insurance company, so they should be told at least that much. The reason that you are going doesn't have to be told to them, but why don't you want them to be able to support your decision? They must know that you are having problems.
I hope you feel better soon!
You can contact your local comprehensive care center for any programs they may have.Or contact your school counselor for information... that said I really wish you would reconsider telling your parents. I have 4 children one of which is 21 and it would break my heart if I thought she was suffering and could not tell me. Good luck.
I don't know the answer to your question, but the people at the National Institute of Mental Health know almost everything about anxiety, depression and treatment. If I were you, I would call them and see what they have to say.

Well, I'm sure that you could talk to a school counselor or nurse, and you certainly wouldn't need permission from your parents.
