Seriously, this person has a problem, and considering that she's harassing you, you have a problem as well. If you can't talk to her, and let her know she's making you uncomfortable, and if she's completely unavoidable, you might need to consider a restraining order.
I would try this as a last resort, though, since you do have to live there, and you'll still likely see her regularly.

You might want to actually involve the law enforcement with this. And have you talked with the apartment manager? It's pretty clear that the neighbor isn't going to listen.

I would keep her notes, and show them to either the mgmt of your apartments, or the police. Nip it before it esclades into something worse.
Hopefully, she will ge the hint after a formal complaint is made.

Go to court and have a restraining order placed on her.

Just assertively tell her that you need your time to get your things done, and that you all can hang out only during certain hours because it is distracting you from things that you NEED to get done. As far as lthe notes go, if it really bothers you that much, then tell her that the apartment manager has asked that you stop recieving notes on your door, and told you that that is what a mailbox is for.
