He may have an auditory processing problem, causing listening to be difficult. He may have dyslexia, causing difficulty with processing of phonemic (sound) information. He may have Asperger's Disorder, so that he has to focus extra-hard on any social messages. He may have something like schizophrenia, with conflicting internal & external messages entering his mind. He may have Tourette Syndrome, with involuntary vocal and muscular motions he cannot control.
If you get to have a closer relationship with him, you might ask him. Don't take any of these ideas as "God's truth", as we do not know!
It sounds like he needs glasses.I would mutter to myself if i could not follow what was going on.

He may also have some autistic disorder. Or he may have a learning disorder. Or he may have schizophrenia or a related disorder.
