I used to have an addiction, and I did let my life spiral out of control from when I was 18 until 27 or so. There is now guarantee he will change his life around, it is up to the person to change when they feel they will.
I also suffer depression, but prefer a non-medication approach. Sometimes it leads me to lethargy, which I have to fight my way out of. However, life is good now and since I forced myself to turn my life around, life has gotten better.
The decisions and actions are his alone to make. Hopefully one day he will realise that he has to change - it took me several years - but in the end I guess the life lessons I learnt on the way were good and help me know. At least I know what I can and can't do anymore.
OCD is mental illness. It can also be consistent with the behavior you describe. With proper treatment many people with OCD lead rewarding lives.
This just SCREAMS bipolar disorder (aka manic depression). If he started this reckless streak shortly after starting the antidepressants, it is almost certain. Antidepressants are a common trigger for mania phases.
Many ADD medications can trigger mania phases, too. So can cocaine.

Keep in mind that most bipolar patients are treated for just depression for years before the bipolar is diagnosed.
He needs to be seeing a psychiatrist if he isn't already. A regular doctor is just not qualified to handle a serious case like this.
If you think he may be bipolar, tell him. If he doesn't heed your warning, tell his parents and his doctor.
