is this an ingrown hair.. I need answers?

Question: i have this little bumb that resembles a pimple on the shaft of my penis. it looks like a little white bubble and its red around it. its not an STD cause im not sexually active. im kind of a hypochondriac and thinking about penile cancer? ive had this thing for about a week an a half and it doesnt hurt
