Is there such a thing as being half circumsized? When soft his skin covers half his head and doesn't hang over

My friend and I honestly doesn't know if he's circumsized. He was curious if there was such a thing as being cut half way. When soft his skin doesn't hang over the head of his penis; but its neither pulled all the way back either. His skin gathers and covers about 50% of his head. Could he be uncut and just not had all the extra skin? We were just curious if there was such a thing as being circumsized half way to leave a bit of skin?

No he is not cut. His foreskin just does not cover his penis completely It's called a "Partial Circumcision". Quite Common.
