Why is mens' health consistently ignored by the healthcare community?

According to Stats Canada, a man's life expectancy is almost 6 years less than a womans. Of the major causes of death tracked by StatsCan, men are dying at a higher rate than women, from cancer to suicide, from HIV/AIDS to heart disease (www40.statscan.ca/101/cst01/h...
With all the evidence pointing to a crisis in men's health, why is there not one directorate for men's health in Canada?
