My guess is that after ejaculation, a man is still a little bit aroused and has not completely gone back to the normal non-aroused sexual state of his penis. When we urinate, that may help the penis to relax better and we feel more normal.

For men especially, urinating is one way to relieve stress of any kind, so urinating after sex or after masterbation might be a physical way for us to get back to that non-sexual, normal way of feeling.
