Bump on penis turned into pimple? Can it be Herpes?

Question: I noticed a small bump on the side of my penis. It was a very tiny hard bump. Feels like a developing pimple that does not have a head and it's very solid to the touch (no liquid or puss inside). For almost 2 weeks it was the same in size and feel. It didn't bother me or anything. I was scared at first so I looked it up online. After research, I found that it could be an ingrown hair so I left it alone. Up till a couple weeks ago (1 months after I discovered it), the bump looked almost identical (no puss or symptom of being a pimple). However, I noticed that it turned into a pimple today (1.5 months since discovery). It has a white head. I squeezed it and it popped with very little puss... like a very tiny facial pimple and even the little white looking ball that resembles a black head came out (just like on a facial pimple when you squeeze it). Should I be concerned? Could it be herpes? I have unprotected sex before with my current gf of 1 year. 7 months since that.
