Is it abnormal if the glans of the penis cannot fully slide out of the foreskin? Or, I mean, the foreskin cannot fully retract, uncovering the glans of the penis?

Yep, because the foreskin has to uncover completely the glans easily! Evidently, your skin is too tight and that just is a common inconvenience called Phimosis and is easily solvable thro a short surgery that practically consists in a bit slash around the skin (and not a complete circumcision!).
