11 is a little young, give it til he's about 13
Make sure he's eating a healthy diet- plenty of protien and dairy and that's about all you can do for now. Give him time- how old were you when your penis "grew"? I was pretty late- didn't have my first orgasm until I was almost 15.penis hit a growth spurt shortly after.

Dont' worry about it. Mine didn't start growing until 16 and it is a good size now (im 18). The worst part is that you see it and think that it's a problem. I feel sorry for your son, as this is a very private matter and no matter what happens, a mother's concern won't do anything but emotionally scar their son.
