When I started shaving I used an electric razor for convenience. I always felt that the shave was not as close as it could be. Then because of a skin condition I had to start using a standard (safety) razor. I was shocked to find that my shaves were not any closer at first, but improved as I gained experience with the razor. Then when newer models of electric razor came out, I switched back and found them comparable to the standard razor. The new Norelcos are even better, and I don't think i can get a better shave with a safety razor. Many men believe that the only way to get a truly close shave is with the old-fashioned straight razor, and they may be right if you don't mind risking your life every morning.
I had a lot or problems with nicks and cuts using a blade razor (I had acne and rough skin). My advice, try both and use the one that works for you.

regular, it's far more manly. Using an oldfashion straight razor is by far the most masculine thing you can do. I like the feel of the close shave from a regular razor. But I don't like to shave every day, so I generally grow my beard out for about a week and then use a beard trimmer without the plastic guard to trim myself back down to a five o'clock shadow. This also has the benefit of preventing ingrown hairs and breakouts.

Well I'm a girl but I have heard that some electric razors still leave hair even after you shave. I like to use a regular razor. My favorite is a Gillette Mach 3. Once in a while, I'll use the Quattro.
Your manual razor should work better. In the end you end up with a much nicer and cleaner shave. Only tips on using your normal Gillette or Schick razors (I reccommend the Mach Series or the Quattro ones for their respective companies) I have for you is to one: use shaving cream, two: dont cut sideways (it turns into a real knife and thats how you end up cutting yourself, and not the hair), and three: do this either during (if possible) or after a shower when the pores of your skin are open, when all is done..its like the hair wasn't even there.
I use both I have a fu man chew mustache I shave with the electric and trim with the regular. For you I would recommend a regular.
Start out with the 750RL. It's fast and easy and will be plenty adequate until your beard thickens. Then decide if you want to invest in a newer rotary or switch to blades. I use Norelco rotaries about 95% of the time, but will sometimes shave with a safety razor for an especially hot or long date. My 5:00 shadow shows up later if I shave with a blade.
