My son's penis is 1inchin normal and 2 incheson erection.He is 30.Could he ever marry?

He was affected by post polio residual paralysis during pregnancy.It took nearly 3 years for doctors after his birth to pronounce what was wrong with the child.He is now 6feet tall, very manly and hefty,but for the growth of his penis.Can any doctor or any competent person who sees this question could tell me whether there is any treatment that would make the penis to grow to normal size? I would ever remain grateful for your right suggestions.Thankyou.
