Could you be referring to the Klinefelter syndrome? This is a syndrome that occurs with 1/1000 males, because of a genetical error: instead of XY they have XXY, and this leads in the puberty to a feminine body build, shriveling of the penis, growth of breasts, longer arms, etc. We learned this in biology with photos. Since it is genetical, it cannot be cured with our current knowledge (maybe if you have root cells you can grow another penis, but I doubt it) The only thing that might be possible in the future is avoiding it during conception.
