I would say that buying whole seeds is best. Grind them in a coffee grinder right before you use them.
Why? Flax seed oil is very delicate. Heat, light, and oxygen all make it go rancid quickly. It will lose its health benefits. When you buy oil already pressed, it has been exposed to all of those things, and will continue to be exposed to air everytime you open the bottle.
When you buy the whole seeds, the oil is kept safe inside the seed. The seed hull is designed to keep the contents of the seed, including the oils, fresh and safe. You are much, much more likely to get good nutritional value out of the oils when you are using the whole seeds and grinding them fresh everytime you use them.
Also, there are other things in the seeds that are good for you that are not in the oil, like fiber, lignans etc.

While there are many opinions on this matter, it would appear that flax seed oil is the best source for the omega-3's found in flax. I would opt for the flax seed oil. However, have you considered hemp seed oil? It has the benefits of flax seed oil and can be found in most health food stores in the US.
Mixing 2-4 T flaxseed oil with 1/2-1 cup cottage cheese has been shown by German biochemist Johanna Budwig. to have special health benefits. I add a little Stevia or honey to improve the flavor. They are both very perishable so keep refridgerated.
