As someone who has had a large chest all his life the only answer is to exercise hard. No limp wristed jogging, but press-ups a plenty and weights too. That means at least 20 press-ups every night (but preferably more). Weight training will also help to keep you in proportion, just exercise the muscles that are adjacent to the chest (arm exercise in all directions and modes).
Changing your diet will not help much, unless you eat more than 2000 cals a day including drinks, just lay-off the beer, coca cola and similar.

You can get liposuction to have them reduced if you are thin but still have them. It's the only real way to do it. Diet would be the best way to deflate them if you are overweight. But if you are already thin or have lost weight and still have fat deposits there, then you would need to get the fat sucked out. Push ups. The most strenuous exercise, for me anyway. Do them on a incline, with three chairs to press all the way down and you boobs will be obliterated

why "boobs" = males have breasts, its just that normally they do not function (basic biology)
