Begin weight training to add muscle mass and assist in caloric consumption. Do not over focus; work all muscle groups. After about 3 months of regular activity and controlled diet (not dieting), you should see start to see significant results. If your body fat is low and you still have them, see a doctor. And make sure you don't have glandular problems or Kleinfelter's syndrome or something. If your body fat is higher, they are fat and you need to exercise them off.
